Chief Executive Officer (Town Clerk)

About the role

The Council is refreshing its Town Plan, strengthening its strategic planning capability and preparing for the wider implications of Local Government Reorganisation. As Chief Executive Officer, you will shape the Council’s long‑term direction, bringing together the perspectives of newly elected councillors and aligning emerging priorities, drive progress on key projects and ensure the organisation is ready for future responsibilities. You will lead key place‑based work including town centre vitality, tourism development, youth services and the next phase of the Town Hall and Civic Centre asset management programme.
As the Council’s senior officer, you will provide clear strategic leadership, ensuring strong governance, organisational alignment and confident decision‑making. You will help the Council navigate a changing operating environment with stability and professionalism, offering impartial advice, clarity of purpose and a forward‑looking approach to risk, opportunity and transformation.
About you
To succeed, you will bring:
- Substantial experience in a Clerk role or in leading services and organisational change within a regulated, public‑facing environment.
- Strategic capability to shape priorities, advise elected members and guide transformation and delivery.
- Strong governance and financial grounding, with confidence in compliance, risk and organisational assurance.
- Experience building organisational culture and embedding new and existing staff as the organisation grows.
- Calm, clear leadership that keeps the workforce aligned, resilient and focused as responsibilities evolve.
Clerk experience and CiLCA (Certificate in Local Council Administration) are beneficial, but your strategic vision, governance insight and leadership approach are what will define your success in this role.

About the role
This is a varied and rewarding role at the heart of the Council’s daily operations. You will support governance and democratic processes with responsibility for clerking the Planning Committee, manage our allotments and tenants, and oversee the Council’s One-Stop Shop, ensuring residents can easily access information, services and support. You will help deliver community events and contribute to the Council’s wider public‑facing services, visitor information, facilities and communication, ensuring they remain responsive, well‑organised and easy for residents to engage with. As Estates Manager, you will provide strategic leadership across all land, buildings and public spaces, ensuring the estate is safe, compliant and well‑maintained. You will oversee capital projects, refurbishment programmes and long‑term asset planning, while modernising systems and improving operational resilience.
You will act as the Council’s lead officer for health and safety, statutory compliance and building regulations, ensuring inspections, risk assessments and contractor activity are delivered to high standards. You will lead the Estates and Facilities Team, guide operational delivery and help ensure the Council’s assets remain welcoming, reliable and ready for community use.
About you
To succeed, you will bring:
- Senior‑level experience in estates, facilities or asset management, ideally across multiple sites
- Strong understanding of planned and preventative maintenance, statutory compliance and building regulations
- Experience leading teams, managing contractors and overseeing capital or refurbishment projects
- Confidence managing budgets, financial planning and value‑for‑money assessments
- Clear communication skills and the ability to influence, advise and build strong relationships
- Sound judgement and problem‑solving capability in sensitive or high‑pressure environments
- NEBOSH or equivalent (desirable), and experience with heritage or listed buildings (desirable)

With new roles being introduced and services evolving, we are seeking a Deputy Estates Manager who can help ensure the Council’s buildings, green spaces and community facilities remain safe, welcoming and well managed.
